In line with the vision of the Foundation, it has decided to work towards establishing libraries/ reading rooms, for both girls and boys, in the rural communities of Western UP. The underprivileged communities in this part of UP have a literacy rate well below the national average, especially for the girls. Mainly agrarian communities living in this rural setting have been mostly left out of the mainstream including education. The causes are multifactorial including lack of reading spaces at home, lately, as the size of household is decreasing over the generations. Multiple activities happening in the small living spaces leads to very distracted learning. In the communities there are hardly any libraries/ reading rooms except in bigger townships which are both expensive and time consuming as it’s use entails a daily commute. The girls are very unlikely to use them because of daily travel requirement and specially need to be back home before the sunsets, for the safety and security concerns.
To enable the current generation to achieve its full potential and be productive member of society a library/reading room in each village is needed. Village panchayats can play a very important part in this, but it is not happening as of now. Even the most basic needs in each such library/ reading room like uninterrupted electric supply, high-speed internet connection and the CCTV monitoring apart from separate rooms for boys and girls requires a significant capital investment. To keep it within the reach of even the poorest members of community, the library’s membership needs to be free. There are financial challenges for this model as the ongoing expenses need to be met after initial setting-up cost of approximately rupees 9-10 lakhs per library. Considering roughly 90-100 such libraries are needed in the districts where Taraqqi Foundation works, the total investment is enormous for the Foundation as it is getting voluntary donations only from like-minded people.
The alternative is not-for-profit model where the users are charged a third of the market fees (with girls up to one-tenth of the fees) with the same services at their village level. This model has been very successful so far with 4 (Four) Taraqqi supported libraries (at villages Kaserwa, Khatola and Purbaliyan of district Muzaffarnagar, and Osikka of district Baghpat UP). In this model, Taraqqi Foundation helps local community to set the library up with one lakh to one lakh fifty thousand rupees contribution in the process. Once complete, the library is managed by the local team with supervision by members of Taraqqi Foundation with a binding contract to keep the monthly maintenance fees low with a provision of raise once every 2 years in consultation with the Foundation. Currently the Foundation has arranged a fund of rupees 30 Lakh to help support 20 such libraries, with a view of providing all basic facilities mentioned above.
The Foundation is looking forward to work with individuals/ organizations to support the cause in a transparent manner.
फाउंडेशन के दृष्टिकोण के अनुरूप, इसने पश्चिमी उत्तर प्रदेश के ग्रामीण समुदायों में लड़कियों और लड़कों दोनों के लिए पुस्तकालय/वाचनालय स्थापित करने की दिशा में काम करने का फैसला किया है। उत्तर प्रदेश के इस हिस्से में वंचित समुदायों में साक्षरता दर राष्ट्रीय औसत से काफी कम है, खासकर लड़कियों के मामले में। इस ग्रामीण क्षेत्र में रहने वाले मुख्य रूप से कृषि समुदाय शिक्षा सहित मुख्यधारा से बाहर रह गए हैं। इसके कई कारण हैं, जिनमें घर में पढ़ने की जगह की कमी शामिल है, क्योंकि हाल ही में घर का आकार पीढ़ी दर पीढ़ी घट रहा है। रहने की छोटी जगह में कई गतिविधियाँ होने से पढ़ाई में बहुत बाधा आती है। इन समुदायों में शायद ही कोई पुस्तकालय/वाचनालय हो, सिवाय बड़े शहरों के, जो महंगे और समय लेने वाले हैं क्योंकि इनका उपयोग करने के लिए रोज़ाना आना-जाना पड़ता है। लड़कियों द्वारा इनका उपयोग करने की संभावना बहुत कम होती है, क्योंकि उन्हें रोज़ाना यात्रा करनी पड़ती है और सुरक्षा संबंधी चिंताओं के कारण उन्हें सूर्यास्त से पहले घर वापस आना पड़ता है।
वर्तमान पीढ़ी को अपनी पूरी क्षमता हासिल करने और समाज का उत्पादक सदस्य बनने के योग्य बनाने के लिए प्रत्येक गांव में एक पुस्तकालय/वाचनालय की आवश्यकता है। ग्राम पंचायतें इसमें बहुत महत्वपूर्ण भूमिका निभा सकती हैं, लेकिन अभी तक ऐसा नहीं हो रहा है। प्रत्येक ऐसे पुस्तकालय/वाचनालय में सबसे बुनियादी जरूरतें जैसे निर्बाध बिजली की आपूर्ति, हाई-स्पीड इंटरनेट कनेक्शन और सीसीटीवी निगरानी के अलावा लड़के और लड़कियों के लिए अलग-अलग कमरे के लिए भी काफी पूंजी निवेश की आवश्यकता होती है। इसे समुदाय के सबसे गरीब सदस्यों की पहुंच में रखने के लिए, पुस्तकालय की सदस्यता निःशुल्क होनी चाहिए। इस मॉडल के लिए वित्तीय चुनौतियां हैं क्योंकि प्रति पुस्तकालय लगभग 9-10 लाख रुपये की प्रारंभिक स्थापना लागत के बाद दिन प्रतिदिन के खर्चों को पूरा करने की आवश्यकता है। यह देखते हुए कि जिन जिलों में तरक़्क़ी फाउंडेशन काम करता है, वहां लगभग 90-100 ऐसे पुस्तकालयों की आवश्यकता है।
इसका विकल्प गैर-लाभकारी मॉडल है, जहां उपयोगकर्ताओं से बाजार शुल्क का एक तिहाई (लड़कियों के लिए शुल्क का दसवां हिस्सा तक) लिया जाता है और उनके गांव के स्तर पर समान सेवाएं दी जाती हैं। यह मॉडल अब तक 4 (चार) तरक्की समर्थित पुस्तकालयों (मुजफ्फरनगर जिले के कसेरवा, खतोला और पुरबालियान गांवों और बागपत जिले के ओसिक्का में) के साथ बहुत सफल रहा है। इस मॉडल में, तरक़्क़ी फाउंडेशन स्थानीय समुदाय को एक लाख से एक लाख पचास हजार रुपये के योगदान के साथ पुस्तकालय स्थापित करने में मदद करता है। एक बार पूरा हो जाने पर, पुस्तकालय का प्रबंधन स्थानीय टीम द्वारा तरक़्क़ी फाउंडेशन के सदस्यों की देखरेख में किया जाता है, जिसमें फाउंडेशन के परामर्श से हर 2 साल में एक बार मासिक रखरखाव शुल्क बढ़ाने के प्रावधान के साथ एक बाध्यकारी अनुबंध होता है। वर्तमान में फाउंडेशन ने ऊपर वर्णित सभी बुनियादी सुविधाएं प्रदान करने के उद्देश्य से 20 ऐसे पुस्तकालयों की सहायता के लिए 30 लाख रुपये की निधि की व्यवस्था की है।
फाउंडेशन पारदर्शी तरीके से इस उद्देश्य का समर्थन करने के लिए व्यक्तियों/संगठनों के साथ काम करने के लिए तत्पर है।
