Conditions/ criteria below that need to be met for the Foundation to fund the library:
- 1. The library has space to study for both girls (at least 10) and boys (at least 20), all the time in two different rooms or a room with permanent partition.
- 2. Library is available to use for all the members of the community all through the year irrespective of all sorts of natural differences among people.
- 3. There is security for everyone and specially the girl-student users including, but not limited to, CCTV cameras in the room for both girls and boys, and cameras in the common areas including the entrance of library with continuous recording and at least 3 TB memory space.
- 4. The local library manager ensured the provision of high-speed internet either through the cable or otherwise to have unlimited internet every day.
- 5. The library manager ensured the provision of uninterrupted electricity preferably with Solar system or a valid electricity connection AND functioning inverter, and the bills will be paid by the local library manager.
- 6. For the next 5 years the local management is ready to charge a membership fee lower than the current, prevailing fee in the market. The upper limit at present is 300 rupees per month for boys and 200 rupees for girls.
- 7. The local library manager/ team has one person dedicated to managing the library in the role of librarian to be present in the library in the library working hours.
- 8. The local library manager/team is willing to share the strategy of day-to-day running the library when asked by the Taraqqi Library Committee team.
- 9. The local library manager/ team is ready to give access to the online live CCTV footage of the library to at least one Taraqqi Library Committee team member.
- 10. The local team is ready to write “तरक़्क़ी-समर्थित लाइब्रेरी” on the plaque at the front of the library.
Once all of the above conditions are met, the Taraqqi Library Committee will ask the local manager(s) to sign the Contract for Shahid Hasan Memorial Taraqqi Foundation-Funded Library form and the fund will then be released in phases as per the work progress. The work progress will be monitored by the local team along with the Library Committee. The Foundation will provide from one lakh to one lakh fifty thousand rupees ONLY which can be used by the local managers for furniture, CCTV installment, solar panel/ electricity connection or internet connection. Once approximately 2/3rd of the work is done by the Foundation the local team need to finish their share of work before final 1/3rd contribution is given by the Foundation.
Note: -- 1. The Foundation will not ask for any monetary benefit from this funding.
- 2. The local library manager/ team will have to display the contract with the Foundation in the library for public.
पुस्तकालय को वित्त पोषित करने के लिए स्थानीय टीम को नीचे दी गई शर्तों/मानदंडों को पूरा करना होगा:
- 1. पुस्तकालय में लड़कियों (कम से कम 10) और लड़कों (कम से कम 20) दोनों के लिए अध्ययन करने के लिए हर समय दो अलग-अलग कमरों या स्थायी विभाजन वाले कमरे में जगह होती है।
- 2. पुस्तकालय लोगों के बीच सभी प्रकार के प्राकृतिक मतभेदों के बावजूद पूरे वर्ष समुदाय के सभी सदस्यों के उपयोग के लिए उपलब्ध है।
- 3. सभी के लिए और विशेष रूप से लड़की-छात्र उपयोगकर्ताओं के लिए सुरक्षा है, जिसमें लड़कियों और लड़कों दोनों के लिए कमरे में सीसीटीवी कैमरे, और पुस्तकालय के प्रवेश द्वार सहित सामान्य क्षेत्रों में निरंतर रिकॉर्डिंग और कम से कम 3 टीबी मेमोरी स्पेस वाले कैमरे शामिल हैं, लेकिन यह इन्हीं तक सीमित नहीं है।
- 4. स्थानीय पुस्तकालय प्रबंधक ने केबल के माध्यम से या अन्यथा हर दिन असीमित इंटरनेट के लिए हाई-स्पीड इंटरनेट का प्रावधान सुनिश्चित किया।
- 5. पुस्तकालय प्रबंधक ने अधिमानतः सौर प्रणाली या वैध बिजली कनेक्शन और कार्यशील इन्वर्टर के साथ निर्बाध बिजली का प्रावधान सुनिश्चित किया, और बिलों का भुगतान स्थानीय पुस्तकालय प्रबंधक द्वारा किया जाएगा।
- 6. अगले 5 वर्षों के लिए स्थानीय प्रबंधन बाजार में प्रचलित शुल्क से कम सदस्यता शुल्क लेने के लिए तैयार है। वर्तमान में ऊपरी सीमा लड़कों के लिए 300 रुपये प्रति माह और लड़कियों के लिए 200 रुपये है।
- 7. स्थानीय पुस्तकालय प्रबंधक/टीम में लाइब्रेरियन की भूमिका में पुस्तकालय के प्रबंधन के लिए समर्पित एक व्यक्ति होता है जो पुस्तकालय के कामकाजी घंटों में पुस्तकालय में उपस्थित रहता है।
- 8. तरक़्क़ी पुस्तकालय समिति टीम द्वारा पूछे जाने पर स्थानीय पुस्तकालय प्रबंधक/टीम पुस्तकालय को दिन-प्रतिदिन चलाने की रणनीति साझा करने को तैयार है।
- 9. स्थानीय पुस्तकालय प्रबंधक/टीम कम से कम एक तरक़्क़ी पुस्तकालय समिति टीम के सदस्य को पुस्तकालय के ऑनलाइन लाइव सीसीटीवी फुटेज तक पहुंच देने के लिए तैयार है।
- 10. स्थानीय टीम लाइब्रेरी के सामने पट्टिका पर " तरक़्क़ी-समर्थित लाइब्रेरी" लिखने के लिए तैयार है।
एक बार जब उपरोक्त सभी शर्तें पूरी हो जाती हैं, तो तरक़्क़ी लाइब्रेरी समिति स्थानीय प्रबंधकों को शाहिद हसन मेमोरियल तरक़्क़ी-फंडेड लाइब्रेरी फॉर्म के लिए अनुबंध पर हस्ताक्षर करने के लिए कहेगी और फिर काम की प्रगति के अनुसार फंड चरणों में जारी किया जाएगा। कार्य प्रगति की निगरानी पुस्तकालय समिति के साथ स्थानीय टीम द्वारा की जाएगी। ट्रस्ट केवल एक लाख से एक लाख पचास हजार रुपये तक प्रदान करेगा जिसका उपयोग स्थानीय प्रबंधक फर्नीचर, सीसीटीवी किस्त, सौर पैनल / बिजली कनेक्शन या इंटरनेट कनेक्शन के लिए कर सकते हैं। जब फाउंडेशन द्वारा लगभग 2/3 कार्य पूरा कर लिया जाता है, तो स्थानीय टीम को फाउंडेशन द्वारा अंतिम 1/3 योगदान दिए जाने से पहले अपने हिस्से का कार्य पूरा करना होता है।
टिप्पणी: -- 1. फाउंडेशन इस फंडिंग से कोई मौद्रिक लाभ नहीं मांगेगा।
- 2. स्थानीय पुस्तकालय प्रबंधक/टीम को तरक़्क़ी फाउंडेशन के साथ अनुबंध को जनता के लिए पुस्तकालय में प्रदर्शित करना होगा।
